The U.S. Department of the Interior, U.S. Fish and Wildlife Service (USFWS), Region 2 Southwestern Native Aquatic Resources and Recovery Center (ARRC) intends to award a sole source contract under the authority of FAR Part 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirement), 41 U.S.C. 253(c) (1), to Nelson & Sons, Inc., 712 E 2400 N, Tooele, UT 84074 for 1.0MM-4.0MM Bozeman Razor fish feed and Silvery Minnow fish feed. Bozeman Razor fish feed: Nelson & Son¿s has assisted the USFWS Bozeman Fish Technology Center and Southwestern ARRC in developing the Razorback sucker feed (RBS) and Rio Grande silvery minnow (RGSM) fish feed over a 4-year period. The RBS and RGSM feed are species specific diet for a federally listed species and is used at Dexter National Fish Hatchery and partners, the San Juan Recovery Basic Program to successfully culture healthy, quality fish. Any departure from its use and manufacturing presents a risk to the overall success of the RBS and RGSM culture and reintroduction program. Feed and manufacture/delivery requirement is as follows: 2000 lbs. 3.0MM Bozeman Razor (Manufactured Jan./Feb. 2017; Delivery Feb. 2017); 4000 lbs. 4.0MM Bozeman Razor (Manufactured Jan./Feb. 2017; Delivery Feb. 2017); 2000 lbs. 8.0MM Trout Sink (Manufactured Jan./Feb. 2017; Delivery Feb. 2017); 1000 lbs. 1.0MM Bozeman Razor (Manufactured April/May 2017; Delivery May 2017); 1000 lbs. 1.0MM Bozeman Razor (Manufactured April/May 2017; Delivery May 2017); 2000 lbs. Silvery Minnow Starter (Manufactured April/May 2017; Delivery May 2017); 2500 lbs. Silvery Minnow #1 (Manufactured April/May 2017; Delivery May 2017); 1000 lbs. This action is intended to be awarded without competition for the following reason. Nelson & Son¿s is the only vendor to have made the diet providing a constant and quality product. Any deviation from the existing fish culture (fish feed) program presents a risk to maintaining the fish alive and would require several years of testing and evaluation to determine the overall impact to the current RSB and RGSM propagation program. This is not a request for proposals and no solicitation is forthcoming. However, firms that believe they can provide these services in their entirety must submit a written notification of interest and capability to the Contracting Officer by the date and time indicated.
