The US Army Corps of Engineers, Walla Walla District, is seeking qualified suppliers for a firm-fixed-price contract to provide specialized fish food to support the Dworshak Project. This contract falls under the NAICS code 311119, related to other animal food manufacturing, with a small business size standard of 500 employees. The solicitation invites firms to demonstrate their capability to supply two types of proven, extruded salmonid fish foods designed specifically to meet the nutritional needs of steelhead and Pacific salmon without supplemental feeding. Packaging and delivery requirements include maintaining feed freshness by ensuring the product is milled within 30 days before delivery and cooling and drying the feed to specific moisture and temperature thresholds. The solicitation emphasizes maintaining consistent fish health and growth performance, with detailed mandates on ingredients such as fish meal quality, exclusion of soybean meal products (especially in starter feeds), and limits on remilled feed content. The feed must be hot extruded with specified pellet sizes and proportions to ensure optimal palatability and food quality. Suppliers are asked to submit capability statements demonstrating their experience, qualifications, and certifications relevant to supplying high-quality extruded fish food, along with business type information. The responses will inform whether this requirement will be set aside for small businesses.
