The Committee for Purchase From People Who Are Blind or Severely Disabled is considering adding 30% of the total USDA/Farm Service Agency’s requirements for a range of processed dry beans, peas, lentils, and yellow soybeans to its Procurement List under the Javits-Wagner-O'Day Act. This addition would require the federal government to procure that portion of these commodities from a nonprofit agency that employs individuals who are blind or severely disabled. The nonprofit currently developing this project is Minot Vocational Readjustment Workshop, Inc., which would handle purchasing and packaging of these products to meet the mandated portion of USDA/FSA demand. The Committee is seeking information from commercial firms currently providing these products under federal contracts to assess the potential impact this procurement change might have on them. Specifically, firms are asked to provide detailed sales data, including total revenue, revenue from the relevant products, whether they have previously supplied these items, and their status regarding small disadvantaged or SBA 8(a) business certifications. The Committee will weigh any adverse effects on contractors against the program’s employment goals before finalizing the addition. Responses are requested by September 19, 2003, and failure to respond may be interpreted as minimal impact. Confidentiality of submitted information will be maintained upon request, and further inquiries can be directed to the Committee staff.

Full Description

This notice does not constitute a request for information, quote or proposal for procurement of products or services. It supercedes Committee for Purchase form People Who Are Blind or Severely Disabled FEDBIZOPS notice posted June 3, 2003 concerning the addition of processed dry Pinto Beans, Yellow Dry Split Peas, Green Dry Split Peas, and Lentils to the Procurement List (PL) of the Committee for Purchase From People Who Are Blind Or Severely Disabled under the Javits-Wagner-O'Day (JWOD) Act of 1971. However, if your response to the June 3, 2003 FEDBIZOPS notice is not changed by the information presented here, you need not respond and the Committee will use that information in its consideration of this action. The Committee for Purchase From People Who Are Blind Or Severely Disabled has been asked to consider adding 30% of the total United States Department of Agriculture (USDA)/Farm Service Agency (FSA) requirement for processed dry Black Beans, Black Turtle Beans, Dark Kidney Beans, Garbanzo Beans, Great Northern Beans, Light Kidney Beans, Pinto Beans, Small Red Beans, Yellow Dry Split Peas, Yellow Dry Whole Peas, Green Dry Split Peas, Green Dry Whole Peas, Lentils, and Yellow Soybeans to its PL. Some of these items may be provided under contract to the Federal Government by your company. This action would be taken under the authority of the JWOD Act whose purposes include providing employment opportunities for persons who are blind or have other severe disabilities through Federal Government purchases from nonprofit agencies (NPA) employing such individuals served by the JWOD Program. Once these products are added to the PL, 30% of the USDA/FSA requirements for them must be purchased by the Government from a NPA (or agencies) designated by the Committee. If the Committee approves the proposed addition, the NPA currently developing this project, Minot Vocational Readjustment Workshop, Inc., will purchase processed pulse products, and package them to fulfill 30% of USDA/FSA's total requirements for the commodities. In determining whether a product(s) is suitable for addition to its PL, the Committee considers the impact on the current or most recent contractor(s) for the product(s). Specifically, the Committee considers the potential impact on a contractor's sales, and it also considers the extent to which the contractor(s) is dependent on the income from such sales to the Federal Government. It is then the Committee's responsibility to determine whether the benefits of adding an item, or portion thereof to the PL, offset any potential adverse impact on the current contractor(s). When the Committee assesses impact on a contractor, it takes into account the sales of the parent, subsidiary, and affiliated corporations as well. If your company is a parent, subsidiary, or otherwise affiliated with another corporation(s), please identify the other corporation(s) to which your company is related and the nature of the relationship, and provide total sales data for the other corporation(s) as well as your company. To determine whether the addition of 30% of the total USDA/FSA requirement for processed dry Black Beans, Black Turtle Beans, Dark Kidney Beans, Garbanzo Beans, Great Northern Beans, Light Kidney Beans, Pinto Beans, Small Red Beans, Yellow Dry Split Peas, Yellow Dry Whole Peas, Green Dry Split Peas, Green Dry Whole Peas, Lentils, and Yellow Soybeans to its PL would have a severe adverse impact on your company, the Committee requires you submit the following information for your company: 1) your company's total gross revenues from all sources for the most recent 12-month period available; 2) revenue generated from the sale of the products being considered for addition to the PL for the same 12-month period; 3) have you provided this product under previous contracts, and for how long; 4) are you certified as a small disadvantage business by the Department of Labor; and 5) are you providing the product(s) under the SBA 8(a) Program? The Committee will also consider any additional comments you might wish to make that can assist the it to determine the potential effect of its action on your firm. It would be appreciated if you would provide audited sales information. If the information you provide the Committee is confidential, please advise us and we will ensure that it is safeguarded. You are requested to respond to this notice no later than Friday, September 19, 2003, by mail or FAX at +1 (555) 000-0000. If the information is not received by this date, and we have not received a previous response from your company, the Committee could conclude that the impact of the addition of 30% of the total USDA/FSA requirement for processed dry Black Beans, Black Turtle Beans, Dark Kidney Beans, Garbanzo Beans, Great Northern Beans, Light Kidney Beans, Pinto Beans, Small Red Beans, Yellow Dry Split Peas, Yellow Dry Whole Peas, Green Dry Split Peas, Green Dry Whole Peas, Lentils, and Yellow Soybeans to its PL would be minimal on your company. If you would like more information or have questions concerning the Committee and its authority, you should refer to Title 41 United States Code, Sections 46-48c, or Title 41 Code of Federal Regulations, Chapter 51 both which are available through the Committee's website at www.jwod.gov. You may also telephone Mr. Barry S. Lineback of the Committee staff at +1 (555) 000-0000 for further information. Thank you for your consideration of this request.

Commodity Specification for Dried Fruits October 2026
Solicitation # 12-3J14-Notice-26-025
The USDA Agricultural Marketing Service (AMS) has issued a special notice for the Commodity Specification for Dried Fruits, effective October 2026, under solicitation number 12-3J14-Notice-26-025. This document consolidates all dried fruit products into a single specification, including individual fruits such as apples, apricots, blueberries, cherries, cranberries, dates, figs, plums, and processed raisins, as well as specific dried fruit and nut mixes. All products must be 100% domestic product of the United States and generally meet U.S. Grade B standards. Key updates include clarified inspection language, nutritive sweetener information, and updated grading standards and MIFB-D language. Contractors are responsible for all inspection costs and must provide USDA inspectors with at least seven days' advance notice for scheduling. Products cannot be shipped until a USDA Inspector certifies the lot as acceptable, and inspections must occur within 12 months of shipment. Strict packaging and marking requirements are mandated, including the use of new corrugated fiberboard secondary containers labeled Store in a Cool Dry Place and the application of Universal Product Codes. Specific shipping requirements apply to offshore destinations like Puerto Rico and Hawaii, which require refrigerated containers. Compliance is critical, as falsification of information may lead to penalties under Title 18, Section 1001 of the U.S. Code, or suspension and debarment.

Ingredient & Component Supply for MREsThe contract entails the supply of shelf-stable meal components essential for the assembly of Meals, Ready-to-Eat, including meats, freeze-dried entrees, condiments, utensils, flameless ration heaters, and inner packaging materials. These items are critical to sustaining military personnel in field operations where refrigeration and cooking infrastructure are unavailable. The components must meet stringent military specifications for safety, durability, nutritional content, and long-term shelf stability under extreme environmental conditions. All materials are intended for integration into MRE assemblies by designated contractors, ensuring full compliance with Department of Defense standards for readiness and operational reliability. This is a subcontract awarded under the Defense Logistics Agency’s purview, categorized under NAICS code 311423, which pertains to meat product manufacturing. The solicitation was posted on July 15, 2026, and performance is expected across unspecified locations aligned with DLA logistics operations. The contract focuses exclusively on component supply, not final MRE assembly, requiring suppliers to deliver high-quality, consistent materials that meet exacting military requirements for weight, shelf life, safety, and compatibility with existing MRE packaging systems. The absence of set-aside designations indicates open competition among eligible contractors capable of fulfilling the technical and volumetric demands of large-scale defense procurement.
