TOPSOIL, 4500 cubic yards(1) This is a combined Synopsis/Solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. (2) Purchase Request F1W3F27095A400 is issued as a Request for Quotation (RFQ). (3) The solicitation document and incorporated provisions and clauses are those in effect through FAR Circular 2005-16. (4) The solicitation is set aside 100% for Small Business. The NAICS Code is 444220; Size Standard: $6.5M. (5) Topsoil, 4500 cubic yards. Composition: organics 60% by volume, sand 20%, silt 20%, and ph factor of 5.5 ? 6.5. Topsoil must pass through an 8mm screen and be free of sticks, rocks, and any other debris. Topsoil shall be delivered to the 3rd Civil Engineers Gravel Pit area located at the east end of Runway 6 on Elmendorf AFB between 0730 and 1530 hours Monday through Friday. (6) Specifications are listed in item 5. (7) DELIVERY FOB: ELMENDORF AFB, ALASKA 99506. Requested delivery shall begin 1 Jun 2007 with a minimum 1000 cubic yards delivered by 11 Jun 07; maintaining a minimum 1000 cubic yard stockpile until total quantity delivered or 9 July 2007, whichever occurs first. The delivery shall be coordinated with Mr. Robert Gavulic at 907-552-3063. (8) FAR 52.212-1-Instruction to Offerors, applies to this solicitation. (9) This solicitation incorporates 52.212-2, Evaluation of Commercial Items. Award will be based upon lowest price/technically acceptable offer. The government reserves the right to make award on the initial quote received without discussion.
