The project involves vegetation trampling to enable site access, removal of an existing southern plate anchor, and installation of a new anchor within three feet of the original location, resulting in temporary impacts totaling 0.008 acre to Fremont Cottonwood Forest and Woodland, Salix gooddingii-Salix laevigata Forest and Woodland, and Upland Mustards/Star-thistle Fields Herbaceous Semi-Natural Alliances. Access requires foot travel and hand tool operation across approximately 275 feet of Fish Creek’s bed and left bank, causing crushing and trampling of herbaceous vegetation and ground disturbance during anchor replacement. All disturbed areas must be fully restored upon completion, including regrading channel contours to original topography, removing all project-generated waste, and rehabilitating ecological and morphological characteristics of the stream channel. Compliance with state environmental regulations governs all aspects of the project, with strict requirements for biological monitoring, reporting, and mitigation. Southern California Edison must submit resumes of all designated biologists and biological monitors at least 15 days prior to survey initiation, ensuring they hold appropriate credentials, including a bachelor’s degree, three years of nesting bird survey experience, and valid handling authorizations for protected species. Pre-project biological surveys must be completed and submitted no later than 48 hours before work begins, and observations of special-status species must be reported to the California Natural Diversity Database within five days.
