Cleanup APN 579-310-046, Cannabis Remediation (Notification of Lake or Streambed Alteration No. EPIMS-RIV-57025-R6)

The California Department of Fish and Wildlife has entered into Lake and Streambed Alteration Agreement EPIMS-RIV-57025-R6 with Bao Lee for the cleanup and remediation of cannabis-related impacts on a 35.5-acre parcel located at APN 579-310-046 in Riverside County. Authorized under Section 1602 of the Fish and Game Code, the project focuses on the removal and proper disposal of all trash and infrastructure associated with cannabis cultivation to protect stream resources. A critical operational requirement under Measure 2.1 prohibits the use of heavy machinery during cleanup activities to ensure the protection of the natural environment. The project is granted categorical exemptions under California Code of Regulations Title 14, Sections 15307 and 15308, as the activities are intended to protect natural resources and the environment. Key deliverables include the full removal of cultivation debris, the implementation of a restoration monitoring and reporting plan, and the provision of documentation confirming that no further cannabis operations will impact stream resources during the reporting period. Oversight is managed by the Fish and Wildlife Region 6 Inland Deserts office in Ontario, with Senior Environmental Scientist Kevin Francis serving as a primary point of contact.
