91 -- Addition of NSNs to Closed Loop Lubricating Oil contract.

The Defense Supply Center Richmond (DSCR) is modifying contract SP0410-98-D-4043 to include three additional National Stock Numbers (NSNs) for lubricating oil, engine, manufactured in accordance with MIL-PRF-2104F standards. These lubricants are Qualified Product List (QPL) items, ensuring they meet stringent military specifications. The three new NSNs specifically cover 10W re-refined motor oil in different packaging formats: quarts, 5-gallon pails/cans, and 55-gallon drums. Safety Kleen, the incumbent contractor and an approved QPL producer, has been identified as the sole source capable of providing this product due to its unique capability to collect used motor oil, re-refine and blend it, and then package and distribute it nationwide in the required containers and quantities. Negotiations for the addition of these NSNs will be conducted exclusively with Safety Kleen under the authority of FAR 6.302-1, which permits contracting without competition when only one responsible source is available. This ensures the agency can meet its requirements efficiently while maintaining compliance with federal acquisition regulations. The contract modification reflects a closed-loop lubricating oil program emphasizing environmental sustainability by re-refining used oil into high-quality products that meet military standards.
