This contract notice announces the intent to award a sole source procurement to Northwest Marine Technology (NMT) for coded-wire tags, standard length, decimal, and related automated fish marking equipment and supplies. The action is justified under FAR 6.302-1 because NMT is the exclusive manufacturer and distributor of specialized fish marking and tagging systems, including automated adipose fin-clipping and injection devices, coded wire tags, and detection equipment. These systems incorporate proprietary technology protected by multiple U.S. patents that no other vendor can provide, making NMT uniquely qualified to meet the requirements. The contract covers supply and maintenance needs anticipated from fiscal years 2011 through 2016, enabling the agency to continue its traditional fish marking programs and fulfill Congressional mandates for mass marking hatchery-reared salmonids. The equipment is state-of-the-art, designed for efficient, high-volume processing of juvenile salmonids, featuring advanced automation, size sorting, and monitoring capabilities, thereby reducing labor and ensuring consistent quality. This procurement supports the Department of the Interior’s Fish and Wildlife Service in maintaining its marking and monitoring operations critical for fish population management.
