The United States Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is set to reestablish its Grasshopper/Mormon Cricket Aerial Spray Program in 2003. The Minneapolis Business Site will oversee contracting for aerial insecticide spraying services, limited exclusively to pre-approved and licensed aerial applicators on the APHIS bidders list. Interested firms must complete an Aerial Solicitation Mailing List Application to be evaluated for qualification and addition to the bidders list, enabling them to compete for spraying jobs. The primary spray operations are expected in Utah, Nevada, Nebraska, and Idaho, with potential requirements also in Montana, Colorado, Washington, North Dakota, South Dakota, and Wyoming. Approved contractors will receive the 2003 Aerial Spray Prospectus outlining contract terms and will be contacted for specific jobs based on geographic location and aircraft category. Preference in contract awards will be given to small businesses, including small disadvantaged and women-owned small businesses, according to a size standard of $6 million and NAICS code 115112. All responsible sources may apply, but applications must be submitted via written or faxed requests to the contract officer, Jason Wilking, as telephone requests will not be accepted. The application and prospectus will be posted online around mid-March 2003. This initiative ensures a structured and competitive process for securing aerial spray services critical to pest control efforts in multiple western states.
