Solicitation # W911S826RA015
Solicitation W911S826RA015 is a Request for Proposal for non-personal Air Traffic Control (ATC) services at Fort Bliss, Texas, issued by the MICC-JBLM. This small business set-aside acquisition seeks a contractor to provide all project management, supervision, and personnel required to operate a non-approach control tower and an Airspace Information Center (AIC). The primary objective is to ensure the positive and procedural separation of Instrument Flight Rules, Visual Flight Rules, and Unmanned Aircraft System aircraft within Fort Bliss owned or delegated airspace. The contract is structured as a firm-fixed-price agreement consisting of a base period and four option years, with performance extending through March 2032. The scope of work includes 24/7 operations across multiple shifts and federal holidays, with specific requirements for site management and the detection and reporting of unauthorized small unmanned aircraft systems. All contractor personnel must maintain an active Secret (Tier 3) security clearance. Award will be based on the Lowest Evaluated Price - Technically Acceptable (LPTA) method, evaluating proposals on operational approach, staffing plans, personnel qualifications, and past performance. Proposals must be submitted in three separate volumes covering contract documentation and price, technical approach, and past performance, with a final submission deadline of November 4, 2026.
