NASA's Johnson Space Center plans to issue a Request for Proposal for comprehensive services encompassing the design, development, testing, manufacturing, and ongoing support of Extravehicular Activity equipment, Flight Crew Equipment, Crew Health and Conditioning Systems, Extravehicular Robotics, Environmental Control and Life Support Systems, and Active Thermal Control Systems, collectively known as Crew, Robotics and Vehicle Equipment (CRAVE). This acquisition includes ground support equipment and aims to certify, deliver, and maintain these critical systems to support space missions. The contract is expected to be awarded using an Indefinite Delivery Indefinite Quantity (IDIQ) model, featuring both Cost Plus Fixed Fee and Firm Fixed Price delivery orders. Multiple awards are anticipated, with at least one designated for an educational or nonprofit institution under specific federal provisions that enable exclusive awards to sustain essential engineering and research capabilities. The solicitation, anticipated to be released in mid-February with offers due by the end of March, will be available electronically and all interested parties are encouraged to monitor NASA’s designated websites for updates, solicitations, and amendments. A pre-proposal conference is expected, and questions must be submitted in writing only. The procurement falls under NAICS code 541330 with a size standard of $23 million, and full and open competition is encouraged except where exceptions apply for nonprofit institutions. Prospective offerors must notify NASA of their intent to submit and are responsible for retrieving all solicitation documents themselves.
