The Administrative Office of the U.S. Courts is seeking architectural-engineering firms to submit SF 254 and 255 forms for consideration on government contracts valued at $100,000 or less. This ongoing solicitation establishes a permanent Architect-Engineer Selection Board responsible for maintaining and annually updating a qualifications data file containing information on firms’ locations, specialized experience, professional capabilities, capacity, and past performance. Potential projects include a broad range of services such as site analysis, CAD design, sound and audiovisual systems, courtroom technologies, mechanical, electrical, architectural design, and historic preservation studies, with assignments potentially located anywhere within the United States and its territories. Firms are evaluated and ranked based on criteria including geographic location relative to the project, specialized experience, professional qualifications, capacity to complete work within required timeframes, and past performance on similar contracts with government entities or private industry. The selection board recommends the top-ranked firms to the Contracting Officer, who conducts price negotiations starting with the highest-ranked firm. If negotiations with the first firm fail, the CO proceeds down the list until an award is made or additional firms are requested. This process is intended to facilitate fair and reasonable pricing while ensuring the selection of qualified firms for smaller-scale architectural-engineering projects.

This is a modification of the September 8, 2003 posting of this synopsis. The response date is now open and will remain open indefinitely. The Administrative Office of the U.S. Courts (AO) requests submission of SF 254s and 255s by architectural-engineering firms desiring to be considered for government contracts not to exceed $100,000. A permanent Architect-Engineer Selection Board shall maintain an A-E qualifications data file. Each firm will be classified with respect to: (1) Location; (2) Specialized Experience; (3) Professional Capabilities; (4) Capacity; and, (5) Past Performance. The file shall be reviewed and updated annually with additional firms and with revised information from firms already in the file. Projects may consist of broad based architect-engineering services to include, but not limited to: site analysis, evaluation and development; CADD services; sound system design; audio visual system design; courtroom technologies; mechanical, electrical, and architectural design; and historical preservation studies. Potential projects may be geographically located in the 50 United States and the U.S. Territories. Individual projects will be awarded to firms based on the following criteria: (1) Location in the general geographical area of the project and knowledge of the locality of the project; (2) Specialized experience and technical competence in the type of work required; (3) Professional qualifications necessary for satisfactory performance of required services; (4) Capacity to accomplish the work in the required time; and (5) Past performance on contracts with the judiciary, other government entities, and private industry in terms of cost control, quality of work, and compliance with performance schedules. In making the award determination the Architect-Engineer Selection Board will rank the firms most qualified to perform the work and provide its list to the Contracting Officer (CO) who will review it, make the final selection list, attempt to negotiate a fair and reasonable price with the firm ranked first and, if successful, award to that firm. If unsuccessful, the CO will attempt to negotiate with the next firm on the list and so forth, until award is made or it is necessary to request an additional listing from the selection board. This process will continue until award is accomplished.
