Full Description

The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure fleet engineering services, technical assistance and program review support to open and inspect, repair, alteration and maintenance of, provide replacement spares/components and preplanned product improvement all for the Government Furnished Integrated Systems, Automated Bridge Network/Steering Ship Control Systems Equipment. The Contractor shall provide these services in the form of Drawings (installation, schematic or functional), Technical Manuals, Test Plans and Procedures and Operator and Maintainer Training Manuals. The Contractor shall provide periodic engineering services, technical assistance and program reviews for the applicable marine communities as coordinated by the Government's program life cycle manager, in-service engineering agent and LMS program management and/or marketing r epresentative. This includes telephone assistance, supporting emergent technology demonstrations, Engineering Change Proposals (ECP) preparation, meeting preparation, program review execution and any pertinent post meeting follow-up actions. Services will be performed at the contractor's facility, a designated overhaul point or shipboard. The Contractor shall provide and maintain a quality system that, as a minimum, adheres to the requirements of ANSI/ASQC Q9002-1994 Quality Systems-Model for Quality Assurance in Production, Installation and Servicing and supplemental requirements imposed by this contract. A cost plus fixed fee IDIQ contract is anticipated over a sixty month period. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, Northrop Grumman Systems Corporation, Sperry Marine, 1070 Seminole T rail, Charlottesville, VA 22901-2891, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Written requests can be submitted to Philadelphia Naval Business Center, Building #4, 2nd Floor, Philadelphia, PA 19112-5083, ATTN: Code 3352, Karen Cane. The solicitation will be released on or about 23 February 2004 and will close 45 days thereafter.
