The Department of Veterans Affairs is amending its special notices for the Architect & Engineering Services solicitation, adjusting the response deadline to January 9, 2004, by 4:30 PM EST. This is not a request for proposals but a call for interested firms to submit three copies each of their SF 254 and SF 255 forms, along with their representations and certifications. Questions must be submitted in writing via fax by December 18, 2003, with no further inquiries accepted by phone or email. Awards will be made to at least two firms per discipline, which include architectural, electrical, structural, mechanical (with plumbing considered part of mechanical), and multiple contracts may be awarded in each discipline. Firms can submit tailored SF 254/255 packages for each discipline or a generalized package covering all desired disciplines. Prime contractors must be located within 100 miles of the using VA facilities, and the solicitation allows for 8(a) certified firms to participate as long as they meet the required small business size standard and minimum work percentage (20%) for subcontracting. Prime contractors are expected to deliver all required services under a task order either through their own staff or subcontractors. The awardees will be responsible for coordination across disciplines, incorporating a comprehensive team design philosophy. Site visits are not feasible, and no specific scope of work is provided at this stage, though forecasted opportunities can be viewed on the VA’s OSDBU website. Submission of outdated or most recent representations and certifications is acceptable, with full documentation required during negotiations for shortlisted candidates.
