99 -- DOS Badges and Insignia

The U.S. Department of State plans to issue a sole source purchase order to V.H. Blackinton & Co., Inc. for the production of various Department of State badges and insignia. The order includes 60 Security Officer badges, 948 Special Agent badges, 45 Courier badges, 45 Security Engineer badges, and 200 PRS pin sets, all of which are number sequenced. V.H. Blackinton currently holds and securely maintains the official Department of State dies authorized for manufacturing these specific badges and insignia, making them the only approved supplier capable of fulfilling this requirement. This procurement is justified under the statutory authority 41 USC 253(c)(2) and FAR 6.302-1, which allows for an other-than-full-and-open-competition acquisition since only one responsible source exists that can meet the agency’s specifications.
