Electro-Therapeutic Modalities for Pain Management (ETMPM) - Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program
Solicitation # 36C79126R0011
The Department of Veterans Affairs is soliciting proposals under Solicitation Number 36C79126R0011 to establish multiple single-award, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) base contracts for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. This national program provides FDA-cleared electro-therapeutic devices and accessories to VA Medical Centers and Community-Based Outpatient Clinics to support non-opioid pain management. The scope includes portable TENS devices, Interferential Current (IFC) devices, thermal and non-thermal Short-Wave Diathermy devices, and portable Neuromodulation systems for headache disorders, along with associated accessories such as electrodes and lead wires. The procurement utilizes a VA Tiered Set-Aside Evaluation Approach, prioritizing awards sequentially from Tier 1 (SDVOSB), Tier 2 (VOSB), Tier 3 (Other Small Businesses), to Tier 4 (Other-Than-Small Businesses). Evaluation methodologies vary by item: CLINs X001 through X004 are evaluated using the Lowest Price Technically Acceptable (LPTA) method, where price is the deciding factor, while CLIN X005 is evaluated via a Best-Value Tradeoff, weighting technical factors at 60%, price at 25%, and past performance at 15%. Responsive proposals must include a signed SF 1449, a Technical Capability Statement, FDA 510(k) clearance letters, and three past performance documents. Non-manufacturers must provide OEM-issued Authorized Distributor Letters. Mandatory certifications include the Buy American Certificate for small businesses (Tiers 1-3) and the Trade Agreements Certificate for large businesses (Tier 4), as well as the Limitations on Subcontracting certification. AI Contract Overview

The VISN 22 Contracting Office intends to enter into a sole source procurement with St. Jude Medical Inc. for the acquisition of an EnSite Velocity Cardiac Mapping System. This action is being conducted under authorities FAR 6.302-1 and FAR 6.302-2 due to the lack of other responsible sources and unusual and compelling urgency. The system is designed to help physicians identify and guide therapy for abnormal heart rhythms, offering a unique combination of high density maps, an open platform, and an intuitive user interface. Key technical capabilities of the system include non contact mapping for atrial arrhythmias, the ability to navigate up to 64 electrodes across 12 catheters, and compatibility with various manufacturers' catheters and ablation generators. The system enhances patient safety by allowing the simultaneous visualization of all catheters in the heart and the mapping of hemodynamically unstable arrhythmias. Additionally, the EnSite Connect feature ensures HIPAA compliance and provides direct access to technical services during procedures. This notice is not a request for competitive quotes, and all inquiries must be submitted via email.

Full Description

The VISN 22 Contracting Office intends to enter into sole source procurement with St. Jude Medical Inc. This proposed contract action is being conducted under TWO authorities FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements and FAR 6.302-2; Unusual and Compelling Urgency. This procurement is for an EnSite Velocity Cardiac Mapping System. The EnSite Velocity Cardiac Mapping System is designed to assist physicians to identify and guide therapy in treating abnormal heart rhythms. The Ensile Velocity System is the only system that provides the combination of one-step, high density maps, the flexibility of an open platform and an intuitive user interface that mirrors procedure flow. It is compatible with a wide range of diagnostic and ablation catheters; and supports integration with most ablation generators and recording systems. Ensile Velocity System has the following features: 1. Non contact mapping with Array Catheter for mapping of atrial arrhythmias. 2. NavX Patches allows the lab to collect voltage or timing information from one electrode at a time, all electrodes on one catheter or all electrodes on all catheters (up to 12 catheters/64 electrodes). 3. Ability to map hemodynamically unstable or non-sustained arrhythmias which is vital for patient safety. 4. Navigates up to 64 electrodes across 12 separate catheters including specialty catheters with unique shapes and sizes. 5. Open architecture, which allows usage of all manufacturers' catheters with the Ensile mapping system. 6. Ability to see all catheters in the heart simultaneously which is a benefit to patient safety. 7. Increase procedural efficiency by collecting many points simultaneously. 8. The EnSite Connect is fully HIPPA compliant which allows the physician to connect directly to the technical services department if problems develop during the cardiac procedure. The ability to see the actual geometry is another patient safety feature. There is no other available equipment that can meet these requirements. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely by the discretion of the Government Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document exists and no telephone inquiries will be accepted. Inquires will only be accepted by email at contact@example.gov
