99--Fleet Sustainment for the OH-58D Kiowa Warrior Aircraft

NA The Contractor shall provide the necessary Program management and Project engineering effort to respond to fleet sustainment related customer requests including working groups, action teams, and informal planning meetings, Rough Order of Magnitude (ROM) es timates, preparatrion of draft Statements of Work (SOW), Engineering Coordination Memorandums and Engineering Change Proposals (ECPs) in support of the OH-58D Kiowa Warrior Control Display System (CDS). The period of performance for this effort is 15 Dece mber 2002 through 15 December 2003 with an option to extend the period of performance for an additional two years. Authority and Justification for other than full and open competition is 10 U.S.C. 2304 (c) (1). The proposed procurement is for services an d supplies which cannot be obtained though full and open competition because only one responsible source is capable of satisfying the Agency?s requirements, FAR 6.302-1. The intended source is Honeywell, Incorporated, Defense Avionics Systems, Albuquerque , New Mexico 87113-2227, the only known source capable of performing this work in the timeframe required to satisy the Army?s minimum needs. All responsible sources may submit a proposal which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation, however, solicitation will not close prior to the closing date stated above.
