Full Description

ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Thomas Telford, Ltd., 1 Heron Quay, London E14 4JD GBR for the purchase of electronic access to Thomas Telfords ICE Virtual Library Archive of Journals. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies or services will satisfy agency requirements. Thomas Telford, Ltd. is the only known source capable of meeting the Governments requirements due to being the sole publisher of the archived journal titles requested. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. CST on 15 May 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
