Senior Advisor 2 for Biological Therapeutics Development to act as External Oversight Committee (EOC) Subject Matter Expert (SME) Services.
Solicitation # 7571PSQ00013
Solicitation 7571PSQ00013 is a competitive request for quote for an executive-level Senior Advisor 2 to serve as a Subject Matter Expert (SME) for the NIH Blueprint Neurotherapeutics Network for Biologics (BPN-Biologics) and the HEAL Initiative. The selected contractor will act as a member of the External Oversight Committee (EOC), providing strategic guidance, programmatic reviews, and mentorship to advance the discovery and development of safe, non-addictive therapeutics for pain and nervous system conditions. The primary goal is to support the advancement of at least two novel therapeutics into clinical trials within five years. This is a small business set-aside under NAICS code 541690. The contract is structured as a fixed-price purchase order with a base period from November 5, 2026, to November 4, 2027, and two optional one-year extensions, for a total potential duration of three years. The government anticipates approximately 50 labor hours per year, with an option for an additional 50 hours, and may reimburse up to 2,000 dollars in annual travel expenses per consultant. Performance will primarily occur at the contractor's site, with occasional visits to Bethesda, Maryland. Award decisions will be based on best value, with technical qualifications—specifically professional expertise in pharmaceutical development and pain, educational credentials, and collaborative experience—weighted significantly more than price and past performance. Proposed key personnel must be employees of the quoter by the start of performance and are subject to a salary cap based on the Executive Schedule, Level II. All quotes must be submitted by November 3, 2026, and require active registration in the System for Award Management.
