The Federal Aviation Administration is conducting a market survey to identify sources capable of supplying Arc Fault Circuit Breakers (AFCB) for the Arc Fault Implementation Project. The objective is to gather operational data on these devices to evaluate the benefits and logistics of installing them on aging aircraft fleets. A successful provider must be able to supply form, fit, and functional replacements for existing thermal breakers that comply with AS5692, provide all necessary safety of flight and qualification data for a Supplemental Type Certificate, and offer ongoing technical support for installation and trip investigations. Qualified sources must submit a capability statement detailing their aerospace quality-controlled manufacturing certifications, testing facilities, engineering support, device drawings, production lead times, and pricing. Selection is based on the ability to meet all defined technical criteria and support documentation requirements. Interested parties were required to submit responses electronically or via hard copy to the FAA William J. Hughes Technical Center by May 2, 2005.

Full Description

Arc fault technology has successfully been incorporated into single-phase aircraft circuit breakers. The technology continues to develop into 3-phase and 28Vdc applications with the support of the Federal Aviation Administration (FAA) and Department of Defense (DoD). The industry has accumulated 160,000 operating hours to date and arc fault technology is being incorporated into new transport aircraft power distribution designs. The FAA certification authorities would like to obtain considerably more operational data on these devices to completely evaluate the benefits of the technology and the logistics of installing these devices on the aging fleet. The FAA is looking for sources to supply Arc Fault Circuit Breakers (AFCB) for the Arc Fault Implementation Project. The FAA will use a minimum of four sources of AFCB in the program to evaluate the benefits of installing AFCB's in revenue generating aircraft. A successful source will be able to supply in FY05: (1) Form, fit, and functional replacement AFCB for a thermal breaker currently in use; (2) The AFCB will be able to show compliance to AS5692 where applicable; (3) Provide all safety of flight and Qualification data necessary to obtain a Supplemental Type Certificate (STC) for the AFCB; (4) Support installation of the AFCB (5) Provide ongoing support to investigate AFCB trips. In order to determine if a source is qualified to participate the FAA will require a Capability statement - This document should contain at a minimum: (a) Manufacturing capability to produce AFCB in an aerospace quality controlled facility and certifications; (b) AFCB testing and Qualification Facilities; (c) Engineering Support for the project; (d) Drawings of the proposed devices with performance capabilities defined; (e) Lead time for production AFCB, and, (f) Cost for AFCB. Sources will be selected based on their ability to provide AFCB's that will meet all the FAA's defined criteria from this survey and all support documentation for the STC application. The Government reserves the right to include additional minimum qualification requirements in the resultant survey. Interested parties should submit their response to this survey electronically to contact@example.gov, or via hard copy to Anna Marinaro, ACX-52, FAA William J. Hughes Technical Center, Atlantic City International Airport, NJ 08405, NLT Monday, May 2, 2005. Only those firms who can demonstrate that they can meet above stated capabilities should respond to this market survey. All responders are notified that this request will not commit or obligate the FAA William J. Hughes Technical Center.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
