Solicitation # FA930427Q5001A
The Department of the Air Force, Air Force Test Center, intends to award a sole-source, Firm-Fixed-Price Basic Ordering Agreement to Sierra Nevada Company LLC for on-call maintenance and ground relocation support of three Embraer A-29 Super Tucano aircraft stored at Edwards Air Force Base, California. This effort is strictly limited to aircraft in non-flight storage status and specifically excludes any return-to-flight maintenance or airworthiness restoration. The scope of work includes mitigating fuel, hydraulic, and oil leaks, replacing unserviceable tires, and providing ground towing and repositioning services within the installation. The contract is structured for a three-year period of performance, consisting of one base year and two option years. Performance is based on an as-needed basis with strict response timelines, including acknowledgment of service requests within four hours and on-site arrival for active fuel leaks within one business day. The contractor must provide at least three tow-certified individuals for towing events and submit service reports within two business days of completion. Quality is measured by a 95 percent acceptable quality level for repair completeness and documentation, and a 100 percent standard for safety compliance and tire equivalence. This acquisition is being conducted as a sole-source procurement under simplified acquisition procedures due to the unique technical expertise of Sierra Nevada Company LLC.
