The Aberdeen Installation Contracting Division at Aberdeen Proving Ground plans to issue a sole source, firm-fixed price contract to Newport Corporation for the procurement of XPS Motion Controllers, which are designed to interface specifically with precision rotary stages previously acquired from the same vendor. This contract falls under NAICS code 334519 and will be executed in accordance with the Federal Acquisition Regulation (FAR) Part 12 for Acquisition of Commercial Items and Part 13 for Simplified Acquisition Procedures. Because the motion stages can only be controlled using Newport Controllers, the Government is limiting this procurement to Newport Corporation, with no solicitation documents issued. Interested contractors are invited to submit a complete technical package demonstrating their capability to meet the Government’s requirements, along with their online ORCA registration in accordance with FAR 52.212-3. Failure to include ORCA registration will result in noncompliance. Responses must be submitted electronically or by fax by 10:00 a.m. Eastern Daylight Time on June 23, 2010, to the designated point of contact. Although this notice is not a formal solicitation for competitive proposals, the Government will review all submissions to determine whether a competitive acquisition is warranted. Contractors are also required to provide information related to commercial contract terms such as financing, warranty provisions, and delivery details, consistent with FAR Part 12. Telephone inquiries will not be accepted, and any decision to forego competition based on the responses received will be at the sole discretion of the Government.
