Statement of Work The Library of Congress film preservation laboratory, Packard Campus has a requirement for a motion picture color proof printer and comparator system. The Library of Congress intends to negotiate on a sole-source basis with The Hollywood Film Company. This equipment is used to selectively print individual frames of a color motion picture (Proof Printer), then project them back as individual frames (Comparator) so that the film can be evaluated for color balance, exposure, and other technical qualities. The use of this equipment significantly reduces the amount of testing required to achieve the proper look of a color film, resulting in a significant savings of film stock, chemicals, and staff time to the Library. The Proof Printer and Comparator system should be delivered to the Film Preservation Laboratory at the Library of Congress NAVCC Packard Campus. The manufacturing lead time for the equipment is a minimum of seven (7) months from time of order. The manufacturer should deliver, install, test, and certify for operation the system within one (1) month of delivery. The period of performance is nine months from date of award. Once the equipment is manufactured and tested at the factory, it will be delivered to the Film Preservation Laboratory in Culpeper. Once delivered, uncrated, and inspected for shipping damage, it will be placed in at its designated location. Within 1 month of delivery, the manufacturer will install, test, and certify the system for operation. The staff of the Lab will test the system, confirm the certification and operability. Interested parties may forward their intentions to the Contracting Specialist (CS) on or before 12/26/07 in the form of a proposal. Questions may also be emailed to the CS.

The project involves designing a space of approximately 3,700 square feet to showcase 75 to 100 artifacts, including comic books, manuscripts, and three-dimensional objects. LOC Novel High-Density Optical Data Storage
Solicitation # 030ADV27R0004
The Library of Congress is soliciting proposals for a Firm-Fixed-Price pilot project to evaluate the feasibility of using novel ultra-high density optical data storage for the long-term preservation of its digital collections. The primary objective is to identify a scalable, immutable, and durable storage medium that can reduce maintenance and migration cycles compared to traditional methods. The scope of work requires the contractor to encode, validate, and store 1TB of diverse digital data, including video, audio, text, and images, ensuring 100% data recovery and high-fidelity recall. Additionally, the contractor must create an artistic and educational display utilizing a subset of the data for library visitors. The period of performance is scheduled from February 1, 2027, to January 31, 2028, with all work performed at the contractor's facilities and coordination conducted virtually. The acquisition follows a two-step advisory down-select process using a best value trade-off approach, where technical understanding and corporate experience are weighted significantly more than price. Phase 1 focuses on technical understanding and corporate experience, while Phase 2 evaluates the detailed technical approach and price. Key requirements include ensuring the storage media maintains integrity for at least 50 years at temperatures at or below 35 degrees Celsius and protecting the media against physical damage. Proposals are due by October 27, 2026, and must adhere to strict formatting and page limits across multiple volumes. Deliverables include project reporting, the encoded data storage, and the final educational display.
