The Department of Homeland Security's Procurement Directorate Contracting Division intends to award a sole source contract to Surefire, LLC for the acquisition of "Beast Lights" (Part Number B1R-BK) intended for use by field agents and officers. This procurement will be conducted under the authority of the Federal Acquisition Regulation 6.302-1, which permits sole source awards without competitive bidding when justified. Although this notice signals an intent to award without competition, it is not a solicitation for proposals. However, interested contractors who believe they can meet the technical requirements may submit detailed technical information to demonstrate their capabilities. Submission of such information does not guarantee an award but may influence the agency's decision whether to pursue competitive procurement. The notice, referenced under solicitation number 20016047 and associated with NAICS code 335129, was posted on September 26, 2005, and outlines that responses should be directed to the contract specialist via fax or email, with email preferred. The location of performance is unspecified, and the announcement serves as formal notification rather than a request for competitive proposals. Information received in response will primarily be used to assess the need for competitive bidding. This approach ensures that the Department of Homeland Security adheres to procurement regulations while addressing the operational requirements of its field agents through specialized equipment.
