The Government has issued a Request for Information seeking industry feedback on a draft Joint Performance Based Fuel Bladder Specification. This effort, led by the Defense Energy Support Center acting as the Executive Agent for Bulk Petroleum, aims to gather input before finalizing the specification, which marks a significant shift from previous detailed requirements to a performance-based approach agreed upon by all military services. The RFI clarifies that responses are not offers and will not result in a binding contract. Industry stakeholders are encouraged to provide comments focused on any concerns or inconsistencies within the draft document rather than suggesting specific materials or processes, as the specification emphasizes performance outcomes rather than prescriptive methods. Submissions are preferred electronically in formats such as Microsoft Word, PowerPoint, or Excel and should be sent via email by April 30, 2006, to the provided contact, Larry Woolverton. This initiative is cataloged under NAICS code 326299, and additional points of contact include the Deputy Director of the Executive Agent Office. The solicitation reference number is DESCXRFI001, and further details can be accessed through the official government contracting portal. The primary purpose of this RFI is to refine and solidify a unified, performance-based set of requirements applicable to future fuel bladder procurements across the Department of Defense.
