The Small Business Administration is proposing to revise the size standard for petroleum refiners in Federal Government procurement by increasing the capacity threshold from 75,000 barrels per day to 155,000 barrels per calendar day. This change involves redefining the capacity measurement to be based on barrels per calendar day and using the total Operable Atmospheric Crude Oil Distillation Capacity as the metric. The modification aims to provide a more accurate representation of a small business's size within the petroleum refining industry, thereby potentially expanding eligibility for small refiners in federal procurement programs. The proposed rule was published in the Federal Register on February 12, 2002, and stakeholders are invited to submit comments by March 14, 2002. This adjustment reflects the SBA’s effort to align size standards more closely with industry realities and ensure that small refiners receive appropriate consideration in federal contracting opportunities. Detailed information and the full text of the proposed rule are available online for review.

Full Description

The Small Business Administration (SBA) proposes to modify the small business size standard for petroleum refiners for purposes of Federal Government procurement. SBA proposes to increase the capacity component of the size standard from 75,000 barrels per day (bpd) to 155,000 barrels per calendar day (bpcd); to define the capacity measure in bpcd; and to measure a refiner's total Operable Atmospheric Crude Oil Distillation Capacity. The proposed revision is a better definition of the size of business in this industry that SBA believes should be eligible as small refiners for Federal procurement programs. SBA published the proposed rule in the Federal Register on Tuesday, February 12, 2002. Comments are due to SBA by March 14, 2002. The Proposed rule can be downloaded and/or viewed at http://www.sba.gov/size/indexwhatsnew.html.
