MN AGASSIZ NWR - 5-Year Blanket Purchase Agreement

Solicitation 140FF027Q0024 is a total small business set-aside for a five-year multi-award Blanket Purchase Agreement to provide bulk fuel supply and on-site delivery for the U.S. Fish and Wildlife Service at the Agassiz National Wildlife Refuge in Middle River, Minnesota. The agreement covers the delivery of 87 octane unleaded gas, #1 off-road diesel, #2 off-road diesel, #2 winter blended off-road diesel, and liquid propane. The period of performance is scheduled from May 20, 2027, to May 19, 2032, with deliveries made on an as-needed, call-order basis. All deliveries must be completed within 48 hours of order placement and occur during core business hours of 7:30 AM to 4:00 PM, Monday through Friday. Pricing for most fuels is based on a fixed five-year markup over the verified daily terminal price, while liquid propane requires a fixed price for the initial 12 months. Contractors are required to comply with US ASTM and national fuel quality standards, and delivery drivers must carry spill kits at all times. Invoicing for orders exceeding 15,000 dollars must be processed through IPP.gov, while smaller orders will be handled via Government Purchase Card.
