The U.S. Coast Guard is seeking to expand its Qualified Products List (QPL) for Solar Photovoltaic Arrays designed for 12-Volt DC Marine Aids to Navigation, which must comply with Civil Engineering specification 401B. These arrays are critical components that charge lead-acid batteries during daylight, providing power overnight for light and sound signals used on marine aids such as buoys and lighthouses. Due to the marine environment's harsh conditions, only products meeting the strict specifications and successfully passing qualification tests will be added to the QPL. Manufacturers interested in qualification must notify the Specification Preparing Activity (SPA) in writing and submit test samples by August 31, 2002, to be considered in the initial group, with potential inclusion on the QPL by December 31, 2002. Submissions after this deadline will undergo testing on a non-interference basis, possibly resulting in indefinite delays. The responsibilities for testing are shared between the government and the manufacturers, as outlined in specification 401B. Only products listed on the QPL will be eligible for consideration in future Coast Guard contracts, making qualification crucial for manufacturers in this market. Interested parties can obtain the detailed specification from the Coast Guard SPA by contacting Mr. Kam Agi via phone, fax, or email. Written notifications of intent to qualify are required to be sent to the Commandant, U.S. Coast Guard Headquarters. It should be noted that this announcement is for informational purposes only and does not constitute an invitation for bid or a request for proposal. Qualified respondents will be considered in subsequent solicitations related to these products.

The Coast Guard seeks additions to the existing Qualified Products List (QPL) for Solar Photovoltaic Arrays for 12-Volt DC Marine Aids to Navigation conforming to Civil Engineering specification no. 401B. Procedures for qualifying are detailed in specification 401B. Products on the QPL need not be requalified. Solar Photovoltaic Arrays charge lead-acid batteries during daylight hours; which, in turn, power light and sound signals on marine aids to navigation at night. Solar Photovoltaic Arrays are used on buoys and at lighthouses and are exposed to a harsh marine environment. Copies of the specification are available from the Specification Preparing Activity (SPA), Commandant (G-SEC-2A/6114), U.S. Coast Guard Headquarters, 2100 Second Street, S.W., Washington, D.C. 20593-0001 at telephone number +1 (555) 000-0000 or by telefax at +1 (555) 000-0000 or e-mail at: contact@example.gov. Manufacturers with test samples submitted by 31 August 2002 will be qualified as a group. Successful manufacturers in this group may be placed on the QPL by 31 December 2002. Manufacturers not meeting the 31 August 2002 deadline will be placed on the QPL upon successful completion of the tests. However, the government furnished portion of testing, for manufacturers not meeting the 31 August 2002 deadline, will be performed on a Not-to-interfere basis, which may require indefinite delay. Rosemary Solar and Energy Storage System Complex
Solicitation # 2024110253
The Rosemary Solar and Energy Storage System Complex project involves the construction, operation, and eventual decommissioning of a 140-megawatt photovoltaic solar and battery energy storage facility in unincorporated Fresno County, California. Spanning approximately 1,172 to 1,212 acres of agricultural land, the project includes three interconnected generation sites, an on-site substation, and a generation-tie line of up to 2 miles connecting to the PG&E Crescent Substation. Additional infrastructure improvements include the reconductoring of 5 linear miles of the PG&E Helm to Crescent 70 kV transmission line and the raising of a portion of the Crescent Switching Station-Schildner 70 kV power line. The project has undergone a comprehensive environmental review process under CEQA, resulting in a Final Environmental Impact Report and a Notice of Determination certifying that the project will not have a significant environmental effect, provided that adopted mitigation measures and monitoring plans are implemented. Key regulatory considerations include the protection of special-status species, such as the Fresno kangaroo rat and blunt-nosed leopard lizard, and compliance with flood control permits and hazardous waste packaging and labeling regulations. The project received approval from the Fresno County Department of Public Works and Planning on May 21, 2026, and from the Westlands Water District on July 21, 2026, with the latter agreeing to provide construction water for up to two years.
