99 -- ShawFest AirShow Open House

COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMSF38601-02-QA003 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation (F38601-02-QA003) incorporates provisions and clauses identified in FAR Subpart 12, FAC 97-16, as required. North American Industry Classification System code is 711320 with a $5M size standard. This requirement is 100% set-aside for small business. This solicitation will result in award of a Requirements contract through best-value procurement utilizing the Commercial Procedures outlined in FAR 12, 13.5 and FAR 15.101-1, Performance-Price Tradeoff process. The attached Request for Quote, Performance Work Statement (PWS), and Statement of Objectives (SOO) describe the requirement. The PWS describes the requirement under Line Item 0001. The SOO describes the requirements under Line Item 0002. This project provides support for an initial event entitled ShawFest 2002 to be held on 19 Oct 2002 on Shaw AFB, SC and for future ShawFests at dates to be determined. The estimated performance period is from 15 March 2002 to 31 Dec 2010. This support must fulfill all the objectives of the attached SOO. Present/past performance when combined with the technical portion addressing the PWS and SOO is significantly more important than price. The offeror is required to submit past performance information on their last 5 events (airshow, etc.) similar to ShawFest. The following FAR provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial; FAR 52.212-2, Evaluation- Commercial Items, (present/past performance, technical, price); FAR 52.212-3, Offeror Representations and Certifications- Commercial Items (offerors must include a completed copy with offer); FAR 52.212-4, Contract Terms and Conditions Required to Implement Status of Executive Orders- Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, and 52.215-5, Facsimile Proposals. Completed offers are due no later than 26 Mar 2002, 4:30 p.m. EST, but may be submitted earlier. Completed Representations and Certifications (FAR 52.212-3) are required.
