The U.S. Small Business Administration (SBA) issued an Advance Notice of Proposed Rulemaking (ANPRM) on December 3, 2004, seeking public input on various issues related to its small business size standards. This ANPRM follows the withdrawal of a previous proposal aimed at restructuring these standards. It focuses on matters not included in the earlier 2004 proposal and aims to gather feedback to help simplify and improve the size standards system in future rulemaking efforts. Additionally, the SBA is soliciting comments on a specific issue involving businesses majority-owned by venture capital companies and their eligibility for the Small Business Innovation Research (SBIR) Program, specifically whether such ownership should be excluded from affiliation considerations in determining program eligibility. The solicitation invites stakeholders to provide insight on the restructuring of size standards and on the participation rules for venture capital-owned businesses in the SBIR Program. The notice is intended to inform future proposals by incorporating public comments on these complex issues, ensuring that the SBA’s policies facilitate small business participation effectively. Interested parties or those seeking more information may contact Carl G Jordan, Program Analyst in the Office of Size Standards, or visit the SBA’s official website. This effort is part of the SBA’s ongoing commitment to refine and enhance policies supporting small businesses under NAICS code 926110.

On December 3, 2004, the U.S. Small Business Administration (SBA) issued an Advance Notice of Proposed Rulemaking (ANPRM). The ANPRM seeks comments from the public on several issues that were raised during the public comment period of the U.S. Small Business Administration's (SBA or Agency) recently withdrawn proposal to restructure its small business size standards. The issues discussed in this ANPRM address matters pertaining to SBA's size standards but were not part of the March 19, 2004, proposed changes. To assist SBA with examining how best to restructure and simplify its size standards, the Agency invites comments on these issues to take into consideration in any future proposal. The ANPRM also seeks comments on an issue concerning the participation of businesses that are majority-owned by venture capital companies in the Small Business Innovation Research (SBIR) Program. Specifically, the SBA is seeking comments on whether it should provide an exclusion from affiliation with venture capital companies in determining small business eligibility for the SBIR Program. Administrative Lease Authorization and Regulatory Compliance SupportThe California State Lands Commission is authorizing an administrative lease for a 20-year general lease agreement to support public agency use of an existing pedestrian bridge that crosses sovereign lands. This action involves formalizing the long-term operational use of the structure while ensuring compliance with state regulatory frameworks, including a determination of eligibility for a CEQA categorical exemption to avoid full environmental review. The lease pertains specifically to infrastructure already in place and is intended to provide legal clarity and continuity for public access purposes without requiring new construction or substantial modification. The activity falls under NAICS code 926110, indicating it is a government administration function related to land and natural resource management. The project is centered in Red Bluff and is part of a broader effort to maintain public infrastructure on state-held lands while streamlining regulatory processes through established exemptions. The administrative action requires internal review and documentation to confirm that the lease meets statutory criteria for categorical exemption under CEQA, ensuring no significant environmental impact from continued use. No new solicitation or competitive bidding is involved, as the lease supports an existing facility under the jurisdiction of the California State Lands Commission. The contract serves as a procedural and regulatory support mechanism to sustain public access and uphold compliance with state land management policies over the 20-year term.
