The Intelligence and Security Command (INSCOM) is issuing a sole source notice to procure various polygraph-related equipment and upgrade solutions for its Polygraph Program Office. This procurement includes items such as the Polygraph Professional Suite Paragon Upgrade Solutions, DataPAC MMS Instrumentation, polygraph exam chairs, sensors, adaptors, and other related accessories. The manufacturer and sole authorized provider for these products is Limestone Technologies, a Canadian company that supplies software and hardware uniquely authorized for use in INSCOM's Army Intelligence Polygraph Program. Due to the specialized nature of the equipment and software, along with the significant cost and operational impact of switching vendors, INSCOM has determined that Limestone Technologies is the only viable source. Market research was thoroughly conducted through multiple federal procurement platforms and programs, confirming no alternative vendors, including those under the Army CHESS program, can meet the requirement. Although the equipment is manufactured abroad, acquisition laws allow procurement from Limestone Technologies under applicable trade agreements. The solicitation will follow electronic procedures per federal acquisition regulations. Interested parties have a limited window to express their interest, but the unique authorization and compatibility criteria effectively restrict procurement to Limestone Technologies. The NAICS code applicable is 334519, and the office managing the contract is located at Fort Belvoir, Virginia.
