The Department of Commerce's United States Patent and Trademark Office (USPTO) Office of Procurement is introducing the Vendor Self Service (VSS) system, planned for implementation in fiscal year 2007, to enhance its electronic commerce capabilities. VSS will streamline communication and transactions between the USPTO and vendors by enabling electronic registration, quote submission, and award notification specifically for simplified acquisitions. Vendors interested in participating in future USPTO procurements must register through the USPTO website, as only registered vendors will have access to solicitations, be able to submit responses electronically, and be considered for contract awards. Responses submitted by any method other than VSS will not be accepted. The USPTO will continue posting requirements on FEDBIZOPPS but will use VSS for all simplified acquisition activities. The contract solicitation, identified as DOCUSPTO2007VSS and posted on January 30, 2007, falls under NAICS code 921190 and is managed by the Office of Procurement based in Alexandria, Virginia. Vendors are advised to access the VSS registration via the USPTO's official site and not to contact the listed points of contact for additional information, instead relying on the guidance provided online. This move represents a modernization effort in procurement processes to improve efficiency and vendor engagement.

The USPTO Office of Procurement awards and administers a wide variety of contracts and simplified purchases for the acquisition of goods and services in support of the Agency?s mission. To expand the USPTO?s Electronic Commerce capabilities, the Office of Procurement will implement the Vendor Self Service (VSS) system in FY2007. VSS will facilitate electronic communication and commerce between the USPTO and potential vendors. At this time vendors may register to participate in future USPTO VSS procurements. VSS registrations are being accepted in anticipation of implementation in FY2007. Upon implementation, VSS will be used to conduct simplified acquisitions only. While USPTO will continue to post requirements in FEDBIZOPPS, only registered VSS vendors will be able to view simplified acquisition solicitations posted on the VSS website, submit quotes electronically, and receive e-mail notifications of award. Furthermore, USPTO has a policy that when a solicitation is published in VSS, vendors must be registered and respond in VSS in order to be considered for award. Additionally, vendor responses using any other medium will not be considered. In order to register in VSS, go to the USPTO?s Official Web-site at http://www.uspto.gov/, use the site map to access the Office of Procurement Web Page, and follow the links to Vendor Self Service for further guidance. Please don't not call the points of contacts listed below. For additional information on this subject use the website identified above.
