This is a PRE-SOLICITATION NOTICE for a commercial acquisition using FAR Parts 12 and 15. THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). VENDORS SHALL NOT SUBMIT FORMAL PROPOSALS UNTIL AN RFP IS POSTED TO THE SYSTEM FOR AWARDS MANAGEMENT (SAM) WEBSITE. This procurement will be solicited as unrestricted. If award cannot be made, the solicitation will be cancelled, and the requirement will be re-solicited.
The Department of Veterans Affairs (VA) intends to issue a Request for Proposals (RFP) on-or, about June 5, 2026, for the acquisition of flat bronze markers in support of VA s Memorial Product Services (MPS). The National Cemetery Administration (NCA) furnishes headstones, markers, niche covers, and medallions (monuments) for deceased veterans worldwide. Memorial monuments are also furnished to memorialize veterans whose remains are non-recoverable. The purpose of this requirement is to supply and to distribute flat bronze markers worldwide.
The agency is contemplating single award of an Indefinite-Quantity Indefinite-Delivery (IDIQ) contract with Firm fixed price (FFP) task orders to the contractor whose submission represents best value to the Government. The North American Industry Classification System (NAICS) code for this requirement is 331529 Other Nonferrous Metal Foundries. Interested parties shall be registered in the System for Award Management at (www.sam.gov). Any future amendments and other miscellaneous documents will be available electronically for download on the SAM website. No paper copies of the pre-solicitation/solicitation will be available, and no telephone requests for paper copies of the pre-solicitation/solicitation will be accepted. Interested Proposers are advised to continuously check the URL for any changes to this solicitation.
NOTE: The Government is not seeking pricing at this time.
This notice does not constitute a Request for Proposal (RFP), nor any other commitment by the Government and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any costs incurred by interested parties will NOT be reimbursed.
