AI Contract Overview

The Defense Information Systems Agency (DISA) intends to award a sole source modification to Texas Research Institute, extending their current contract by three months to continue supporting the Nondestructive Testing Information Analysis Center (NTIAC). This short-term extension under contract SPO700-97-D-4003 is necessary to maintain continuous technical support across the Department of Defense in the critical area of nondestructive testing, inspection, and evaluation. Texas Research Institute is uniquely positioned to provide these services within the required timeframe, and awarding the contract to another vendor would cause unacceptable delays due to transition and start-up needs. This action serves as a bridge extension while a competitive follow-on contract is prepared and awarded. The decision to proceed without full and open competition complies with federal acquisition regulations and relevant U.S. Code authorities. The announcement explicitly states that it is an intent notice rather than a solicitation for competitive proposals, emphasizing the urgency and necessity of uninterrupted support for NTIAC services.

Full Description

The Defense Information Systems Agency (DISA) plans to award a sole source modification for a three-month extension to Texas Research Institute in support of the Nondestructive Testing Information Analysis Center (NTIAC) under contract SPO700-97-D-4003. Texas Research Institute is the only source to provide NTIAC services within the required timeframe. This action represents a bridge extension until a competitive follow-on acquisition is awarded. Texas Research Institute has the operational capability in place to provide for continuous DoD-wide demand for technical support in the area of Nondestructive Testing/Inspection and Evaluation. Award to any other source would require transition and start-up time that would result in unacceptable delays in fulfilling ongoing critical agency requirements. This synopsis is a notice of intent to issue award using other than full and open competition and should not be a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW FAR 6.302-1 and 10 U.S.C.2304(c)(1).
