The Naval Air Systems Command plans to negotiate a modification to an existing delivery order under Basic Ordering Agreement N00019-03-C-0003 with Sikorsky Aircraft Corporation. This modification involves additional requirements definition, engineering trade studies, and risk reduction activities related to the United States Marine Corps Heavy Lift Replacement program. Sikorsky, as the original equipment manufacturer of the CH-53E heavy-lift helicopter currently in service with the Marine Corps, is uniquely qualified to undertake these tasks due to their proprietary technical knowledge, experience, and ability to meet the required timeline. This sole-source modification will be awarded directly to Sikorsky Aircraft Corporation without competitive bidding, ensuring continuity and leveraging their specialized expertise. The work is intended to support the Marine Corps' efforts in advancing its heavy-lift capabilities by thoroughly defining requirements and mitigating technical risks early in the process. The Naval Air Systems Command, based in Patuxent River, MD, is managing this effort, with Kent R Munro serving as the point of contact for the contract.

The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications.
