The Federal Aviation Administration intends to award a single source contract to Progressive Systems Engineering, Inc. for engineering consultation and specialized testing support for the Voice Switching and Control Systems program. The contract structure includes a one year base period with two one year option periods. This procurement is justified by the company's sole ownership of a unique software tool used for analyzing ground to ground trunk utilization statistics and their specialized expertise in utilizing the Traffic Simulation Unit to verify critical performance requirements. The scope of work focuses on three primary areas: the continued use of the proprietary software tool for data log analysis and forecasting, ongoing performance testing for the upgrade and replacement of the Traffic Simulation Unit, and general maintenance of that unit. These efforts are critical for maintaining air traffic control voice circuits while the agency addresses end of life and obsolescence issues through a broader program analysis. Interested firms wishing to contest the single source determination must provide evidence of their capabilities by February 16, 2005.
