This contract announcement serves as an advance notification for planning purposes, indicating the Government’s intent to issue a Request for Project Proposals (RPP) related to the Future Vertical Lift Initiative, specifically focusing on aerial systems concept evaluation, such as vibration damping systems for Army rotorcraft. It clarifies that this announcement itself does not constitute a solicitation for project proposals or an offer of contract awards. The Government plans to leverage the existing OTA contract W15QKN-10-9-0003, under which project awards will be made to members of the Vertical Lift Consortium based on proposals submitted in response to the forthcoming RPP. The Administrative Agent of the Consortium, SCRA Applied R&D, will facilitate distribution of the RPP to consortium members. Originating from an industry day event in 2009, the Vertical Lift Consortium is a collaborative group formed to support research and development efforts for future vertical lift technologies. The contract focuses on a government research area regarding aerial systems concept evaluation, with an emphasis on vibration damping for Army rotorcraft to improve performance and operational effectiveness. This effort falls under the Department of Defense and is managed through the Picatinny Arsenal office in New Jersey, aligned with NAICS code 541330 for engineering services. The notice encourages industry participants to engage with the Consortium for potential future project opportunities once the RPP is formally released.

This is not a Request for Project Proposals, but for planning purposes only. A project award will not be awarded from this announcement. As a result of the Vertical Lift Initiative Industry Day in May 2009, one (1) consortium formed, the Vertical Lift Consortium. It is the intent of the Government to utilize OTA W15QKN-10-9-0003 to make multiple project awards to the members of the Vertical Lift Consortium as a result of member project proposals submitted via the Request for Project Proposals (RPP) or task requests. The Government intends to release a Request for Project Proposals for execution of project award(s) in support of a Future Vertical Lift Initiative related research area. The anticipated Research Area for which project proposals will be sought is as follows: Aerial Systems Concept Evaluation. The Request for Project Proposals (W15QKN-10-9-0003-RPP2) will be issued to the Vertical Lift Consortium's Administrative Agent, SCRA Applied R&D, who will then issue the request to the members of the Consortium. The purpose of this announcement is to provide members of the Vertical Lift Consortium, and industry in general, advanced notification of Government intent.
