The Environmental Protection Agency is seeking to award a fixed-price contract to analyze and communicate data on temperature and UV/visible light exposure affecting coral reefs and associated microbial communities in the Florida Keys. This contract will support the Office of Research and Development’s National Exposure Research Laboratory, specifically the Ecosystems Research Division, through a competitive procurement process. The contract is anticipated to begin on January 1, 2005, with a base period lasting 12 months and two optional 12-month extensions, potentially extending performance through the end of 2007. Key tasks include establishing and maintaining underwater observation stations at patch reefs in Hawk Channel and the reef tract in the Florida Keys, operating UV and temperature monitoring equipment both underwater and at an onshore site, conducting depth profiling light and temperature measurements during six field trips, and providing quarterly reports to the EPA. This solicitation falls under NAICS code 541380 with a $10 million size standard and will not be procured under FAR Part 12 provisions. The EPA expects the solicitation to be released around mid-November 2004, with quotes due roughly 30 days thereafter. Interested firms must access the solicitation and any amendments via the EPA’s website and monitor it regularly, as no hard copies or alternative request methods are provided. Joel P. Smith serves as the contracting officer for this acquisition, with contact limited to email communications. The project supports critical environmental monitoring to better understand coral reef ecosystems in the Florida Keys by measuring key solar radiation and temperature variables that influence reef health and microbial community dynamics.
