The Medical Identification and Treatment Systems (MITS) Joint Product Management Office under the Chemical Biological Medical Systems Joint Project Management Office has issued a Draft Request for Proposal (DRFP) for a competitive Bioscavenger (BSCAV)/Nerve Agent Prophylactic contract. This contract aims to develop and manufacture an FDA-approved medical countermeasure against nerve agent chemical warfare threats. The countermeasure sought must be safe, effective, rapid-acting, minimally invasive, lack performance-degrading side effects, be compatible with current military chemical, biological, radiological, and nuclear (CBRN) countermeasures, and usable in current operational environments. The overarching goal is to increase survival and reduce incapacitation after nerve agent exposure, allowing military personnel to maintain effectiveness even in contaminated areas. An Industry Day was scheduled for October 14, 2011, at the Newport Hyatt in Rhode Island to provide potential contractors guidance on the DRFP and facilitate improved proposal submissions. Participants were required to register by October 7, 2011, and US citizens or cleared non-US citizens could attend. The event featured a plenary session and opportunities for one-on-one meetings with government officials. While attending the Industry Day involved no registration fees or government expense reimbursements, accommodations were arranged with a dedicated hotel block. Contractors were encouraged to submit questions on the DRFP by October 11, 2011, to be addressed during the event, with follow-up posted online. The government emphasized that issuing the DRFP is not a commitment to award a contract and that all communications related to this acquisition must go through the designated contract specialist. The solicitation underscores an open approach to teaming arrangements, allowing multiple roles for participating contractors.
