Full Description

The Naval Surface Warfare Center Panama City Division, Panama City, FL intends to modify the Indefinite Delivery / Indefinite Quantity contract N61331-09-D-0004, sole sourced to Concurrent Technologies Corporation (CTC), 100 CTC Drive, Johnstown, PA 15904-1935 to provide engineering and technical support services for the modification of the Carriage, Stream, Tow and Recovery System (CSTRS) design as required for the development of the Organic Airborne Mine Countermeasures (OAMCM). The contractor will modify, prototype, and flight test the CSTRS and develop the production level design changes to incorporate Airborne Mine Countermeasures (AMCM) capabilities into the CSTRS. The contract modification is to extend the period of performance by one year from five years to six years and increase the ceiling amount. This acquisition is unsuitable for full and open competition for the following reasons. CTC is the sole developer, integrator and original equipment manufacturer (OEM) for the CSTRS. CTC possesses the detail knowledge of the CSTRS design required for the interface of the OAMCM systems and the aircraft. Therefore, CTC is the only source possessing the expertise, technical data, equipment, and experienced personnel necessary to successfully and safely modify and flight test CSTRS as well as develop the production level design. There are no other possible sources that can satisfy this requirement without significant additional cost to the Government. The NAICS code is 541330 with a small business size standard of $14,000,000 and the FSC code is AD25. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at https://www.fbo.gov. Vendors should regularly access this web site to ensure that they have downloaded all amendments.
