The document outlines detailed requirements for a Clip-on Monitoring System (CoMS) intended to wirelessly monitor vital signs such as heart and breathing rates, device location, and battery life for up to ten detection devices simultaneously. The system comprises a handheld monitoring device and multiple lightweight detection devices designed with specific size and weight constraints to ensure portability and ease of use. Both devices must feature rugged, non-reflective, and ergonomically safe designs capable of withstanding various harsh environmental conditions, including extreme temperatures, humidity, salt fog, sand, dust, vibration, shock, and rapid altitude changes. The user interfaces are designed for single-hand operation and must be fully functional even when users wear protective gloves or night vision goggles. Additionally, controls allow for silent operation and blackout functionality without interrupting device performance. Performance requirements emphasize accurate detection of vital signs through various types of protective clothing without skin contact, with an accuracy tolerance of plus or minus 5 percent. The detection devices transmit real-time data wirelessly with a minimum effective range of 100 feet across diverse terrains. Monitoring devices must be capable of displaying, storing, and transferring up to six hours’ worth of data to standard laptops or personal computers without specialized software. Both device types use common commercial batteries supporting at least 12 hours of continuous operation, with safeguards against data loss during battery replacement. This release serves as a supplemental information announcement to an earlier Request for Information, inviting voluntary feedback and comments while clarifying that it is not a solicitation or contract award and that no compensation will be provided for submissions.
