The Department of Veterans Affairs, VISN 7, plans to award a sole-source contract to the Medical University of South Carolina to provide two research associates for specialized studies on Complement Factor H Haplotypes and Age-related Macular Degeneration (AMD). These research associates will carry out advanced biochemical and genetic research involving complement activation, particularly focusing on smoke exposure and using a unique transgenic mouse model that overexpresses CR2-fH to inhibit complement activation. The scope of work includes generating transgenic constructs, producing smoke-induced pathology, inducing choroidal neovascularization (CNV) in mice, administering anesthesia, performing euthanasia, monitoring animal models, collecting tissues, performing biochemical assays, immunohistochemistry, and maintaining detailed research records. While this contract is intended for a direct award, the notice invites interested parties to submit technical and cost information to demonstrate their capability to perform similar tasks, though this is not a solicitation for competitive bids. Responses must be submitted by September 12, 2011, and will be reviewed solely to decide whether to proceed with competitive procurement. The acquisition aligns with NAICS code 541720 for research and development in the physical, engineering, and life sciences, with a small business size standard of $7 million. The government makes no commitment with this notice, which is conducted under simplified acquisition procedures and imposes no set-aside restrictions.
