PS- RFP for State of Alabama Historical Commission for 2025-2035 Statewide Historic Preservation Plan

The State of Alabama Historical Commission is soliciting proposals for professional services to develop and update the 2025-2035 Statewide Historic Preservation Plan. The primary objective is to create a concise, printed document that provides a vision for historic preservation in Alabama, including a summary of plan development, an assessment of historic and cultural resources, and guidance for management policies and strategies. The project must adhere to the Secretary of the Interior’s Preservation Planning and Professional Qualification Standards, as well as the HPF Grants Manual and 54 USC §302303. The selected contractor will be required to provide quarterly progress reports throughout the development process. Proposals must be submitted via Alabama Buys by November 30, 2026, at 4:30 PM CT, with an inquiry deadline of November 13, 2026. Evaluation is based on a weighted scoring system: Proposed Project Plan and Approach (40 points), Vendor Qualifications and Experience (35 points), Cost Proposal (20 points), and an Executive Summary (5 points). The initial contract term is two years from the date of the Governor's signature, with the possibility of three additional one-year renewals. Awardees must comply with various state certifications, including tax registration, immigration law compliance, and prohibitions against economic boycotts. The contract is subject to the Department of Finance Administrative Code and the Code of Alabama 1975, with specific provisions for non-appropriation of funds and proration.
