The purpose of this RFP is to solicit proposals on behalf of DCY to procure an independent evaluator of the structure and efficiency of the Ohio Child Welfare Training Program (OCWTP). The OCWTP is a comprehensive, competency-based-in-service training system for staff, managers, and resource families in Ohio's 88 county Public Children Services Agencies (PCSAs). OCWTP is a collaborative partnership of four organizations: DCY, a network of eight Regional Training Centers (RTCs), the Public Children's Services Association of Ohio (PCSAO), and a statewide training supplier. The current OCWTP structure has DCY overseeing the work of the RTCs, which in turn coordinate and support training delivery for the county PCSAs. DCY also currently coordinates the hiring of a statewide training supplier to develop and maintain the training curricula. The selected Offeror will be responsible for an evaluation which will provide Ohio with a clear, data-driven understanding of how well the OCWTP supports PCSAs and their staff by evaluating the current RTC structure and potential training alternatives. Determining the cost effectiveness and return on investment of the OCWTP is a crucial component of the evaluation.
