The contract involves the U.S. Army RDECOM Contracting Center, Natick Contracting Division awarding a firm fixed price purchase order on a sole source basis to Kenneth I. Kaitin, an expert located in Lexington, MA. The contract supports the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) in its advanced development and manufacturing efforts related to countermeasures against chemical, biological, radiological, and nuclear threats. Specifically, it requires the services of a senior-level subject matter expert to participate on the Source Selection Evaluation Board for the development of a new, revolutionary advanced development model (ADM) for biological defense. The contractor’s unique qualifications, including extensive pharmaceutical development and regulatory expertise, public testimony before Congress, and leadership at the Tufts Center for the Study of Drug Development, justify the sole source award as no other individual currently possesses the combination of experience and credibility needed. The procurement was conducted without market research due to the highly specialized nature of the services required. The contract highlights the exclusivity of knowledge and insight necessary to evaluate and guide the drug development framework, acknowledging that no other candidates meet these stringent criteria at this time. Although this contract is sole source, the agency intends to consider future competition when conditions allow. Interested parties were invited to express their interest by a specified date, but the immediate need and unique expertise of Dr. Kaitin underpin the decision to proceed without full and open competition. The contracting office and the point of contact are identified for any inquiries related to this procurement.
