The US Geological Survey's Geologic Hazards Programs is partnering with DGH Consulting under a Cooperative Research & Development Agreement to advance tools for assessing and managing ground subsidence and landslide risks, particularly in pipeline route planning where geohazards cannot be avoided due to urbanization and other constraints. This collaboration aims to develop targeted informational materials and assessments integrating USGS scientific contributions with inputs from engineering and scientific experts. Funding support is provided by Pipeline Research International and the Department of Transportation’s Pipeline and Hazardous Materials Safety Administration, with the focus on joint research rather than procurement. The initiative addresses the increasing challenge of locating new infrastructure routes in areas prone to geohazards, enhancing predictive and mitigation capabilities to reduce potential damage. The effort leverages combined resources including funds, equipment, and in-kind services from partners to support USGS’s mission-driven research. Contact points are available for technical and technology transfer inquiries, and more information can be accessed via the USGS landslide research website. The contract, titled "A--Cooperative Partnership and Opportunity," is facilitated through the Department of the Interior’s Office of Acquisition Grants in Reston, Virginia.

Full Description

The US Geological Survey (USGS) Geologic Hazards Programs conducts basic and applied research for the nation on mitigating geohazard situations (e.g. slope creep, land slides and subsidence.) Past practice for locating new pipelines and other construction has been to avoid locations where large ground displacements were possible. However urbanization, environmental concerns, land ownership issues and incompatibility with existing land use along such routes are making such locations harder to find and utilize. As a result, public and private entities needing to locate pipeline and other infrastructure will be utilizing route corridors where geohazards cannot be avoided. This increased potential for damage brings with it the need to have better management and assessment tools to forecast and mitigate future losses. In support of this objective USGS is entering into a Cooperative Research & Development Agreement with DGH Consulting (DGHC) to develop specific assessment and informational material of interest to the pipeline community relating to ground subsidence and landslides. DGHC will integrate USGS contributions with other information being developed by engineering and scientific contributors. Funding for the guidance has been provided by Pipeline Research International (PRCI) and US Department of Transportation's Pipeline and Hazardous Materials Safety Administration. This is not a procurement, the partner is contributing funds, equipment, or in-kind services to the joint research effort leveraging its efforts with those of the USGS for a mission related objective. For information on the science area contact, Rex L. Baum, +1 (555) 000-0000; email: contact@example.gov or visit the Program website at http://landslides.usgs.gov/research/. For information on Technology Transfer mechanisms contact Julia Giller, Technology Transfer Officer, +1 (555) 000-0000 ext. 3034 or contact@example.gov.

Z--EROS Removal and replacement of chilled and conden
Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
