The contract pertains to the Directed Energy Beam Control Engineering & Analysis (DEBCEA) project under the Air Force Research Laboratory (AFRL), focusing on advancing optical atmospheric compensation techniques through research and development at the Starfire Optical Range (SOR). The objective is to demonstrate defense-related applications of beam control technologies by conducting field testing, analysis, modeling, simulation, and comprehensive system and project-level planning and reporting. Originally planned as a Program Research and Development Announcement (PRDA) under solicitation number PRDA 02-DE-04, the acquisition approach has shifted to a Broad Agency Announcement with a new solicitation number to be assigned. The publication of this solicitation, initially delayed, was expected in late January 2003, with contract award targeted for May 2003. The contract is structured as a Cost Plus Fixed Fee, Level-of-Effort agreement, emphasizing research efforts rather than specific deliverables. The work supports defense-related advancements at Kirtland Air Force Base in New Mexico. Major Allan Arb serves as the technical point of contact for inquiries. This acquisition reflects AFRL's commitment to maintaining technological superiority in directed energy beam control through continued exploration and development within this specialized field.

The purpose of this announcement is to notify all interested offerors of a delay in publication of the Directed Energy Beam Control Engineering & Analysis (DEBCEA) solicitation, Program Research and Development Announcement (PRDA) 02-DE-04. This proposed acquisition was announced at the Air Force Research Laboratory (AFRL) Briefing for Industry, 6 August 2002, in Albuquerque, NM. Abstract: The Starfire Optical Range (SOR) seeks to explore and develop advanced techniques that will expand the current state-of-the-art of optical atmospheric compensation. SOR is equally interested in demonstrating the defense-related capabilities and payoffs of this technology. AFRL is interested in pursuing the following concepts: Field testing of beam control technologies Analysis, modeling, and simulation System and project level planning and reporting This acquisition will be solicited by Broad Agency Announcement, vice PRDA as briefed. The PRDA number above will be referenced in the solicitation; however, the announcement will have a new number assigned. The solicitation is expected to be published in late January 2003. The planned instrument is a Cost Plus Fixed Fee, Level-of-Effort contract to be awarded in May 2003. For technical questions, contact Major Allan Arb, +1 (555) 000-0000, email contact@example.gov

TACTICAL Broad Agency Announcement (BAA)
Solicitation # FA9451-24-S-0001
The TACTICAL Broad Agency Announcement (BAA) FA9451-24-S-0001 is a five-year research initiative managed by the Air Force Research Laboratory Directed Energy Directorate. The program seeks innovative, cost-effective solutions to advance directed energy technologies, focusing on computational development, validation, and the enhancement of performance, reliability, and affordability for future weapon system components. With an estimated total funding profile of 499 million dollars over five years, the BAA covers 14 distinct topic areas, including laser sources, beam control, satellite custody and characterization, high power electromagnetics, and wargaming. This is a BAA with closed calls, meaning proposals are not submitted to the overarching announcement but in response to specific calls issued periodically via SAM.gov. The government may utilize various contract types, including Cost-Plus-Fixed Fee and Firm Fixed Price, though cost-type awards require a DCAA-approved accounting system. To streamline the process, the AFRL utilizes Topic Area Groups (TAGs), where technically qualified entities are pre-selected based on executive summaries to receive future requests for proposals or white papers. Selection is based on overall scientific and technical merit, importance to program requirements, and fund availability, with cost analyzed for realism and reasonableness rather than used as a primary evaluation criterion.
