The Department of Defense, through the 700th Contracting Squadron, has initiated market research for the re-acquisition of Architect and Engineering (A-E) Indefinite Delivery Indefinite Quantity (IDIQ) contracts to support the Kaiserslautern Military Community, particularly at Ramstein Air Base, Germany. These contracts are intended to replace existing agreements expiring in mid-2019 and are expected to commence in October 2019. The government plans to award between three and six firm-fixed price IDIQ contracts, each having a base period of one year with up to four one-year option periods. The scope of work involves comprehensive A-E services covering multiple disciplines such as architecture, civil, structural, mechanical, electrical engineering, landscape architecture, and several specialized fields including environmental, safety, and materials engineering. Services will also encompass design, consulting, surveys, construction oversight, and related professional tasks in compliance with both U.S. and German regulations. The A-E services will support a wide array of projects like repair, maintenance, minor construction, site investigations, feasibility studies, environmental compliance inspections, and contaminant abatement, affecting facilities and geographically separated units in the Kaiserslautern Military Community. Work will be performed through task orders issued against the IDIQ contracts, guided by detailed statements of work. Contractors and subcontractors must hold the necessary licenses and certifications to perform the services, adhering to applicable standards such as the Final Governing Standards, UR 200-1, DoDI 4715.8, and AFI 32-1023. Interested firms are encouraged to register in SAM.gov and submit voluntary information as part of the sources sought, which serves as a market research tool rather than a solicitation for bids or proposals. Key points of contact in the contracting office have been provided for communications related to this effort.
