The U.S. Army Corps of Engineers (USACE), Galveston District (SWG) is seeking industry feedback related to the development of a project acquisition strategy for Architect-Engineer Service Contract(s) to support Sabine Pass to Galveston Bay, Texas, Coastal Storm Risk Management and Ecosystem Restoration. DISCLAIMER: This Request for Information (RFI) is posted as both a Special Notice W9126G18RFI0037 and Sources Sought (SS) W9126G18S0038 for transparency; however, we are not seeking capabilities at this time. Information obtained will be used for preliminary acquisition planning, and responses will NOT be shared with other members of industry. Request your firm respond to only one notice, either the RFI or SS. THIS IS NOT A SOLICITATION FOR PROPOSALS, AND NO CONTRACT WILL BE AWARDED FROM THIS REQUEST FOR INFORMATION. No reimbursement will be made for any costs associated with providing information in response to this Request for Information. The Sabine Pass to Galveston Bay project is located along the upper Texas coast, comprising the coastlines of six counties: Galveston, Harris, Brazoria, Jefferson, Chambers and Orange. The project covers a 120-mile stretch of the upper Texas coast along the Gulf of Mexico shoreline from the Texas/Louisiana border at Sabine Pass in the east, to the western end of Galveston Island at San Luis Pass in the southwest. The project area includes Gulf and bay waters, barrier islands, marshes, coastal wetlands, rivers and streams and adjacent areas that make up the interrelated coastal area. Critical coastal ecosystems including sea turtle nesting habitat, piping plover critical habitat as well as two state and Federal wildlife refuges are within the project area. This region is home to more than five million people and is a major economic hub for Houston (Nation's second largest city), Freeport, Beaumont, and Port Arthur. Three of the Nation's top ten deep-draft ports, and 40 percent of the Nation's petrochemical industry lies within the project's footprint. In the entire study area, over 200 houses and up to 40,000 people are affected by shore erosion. This reach of the upper Texas coastal zone is at risk from wind and surge damage during storm events. The area has experienced significant shoreline erosion causing the destruction of nationally significant wetlands, loss of land and damage to homes, commercial property, and State Highway 87. Over the last ten years, the entire area was significantly altered both physically and economically causing billions in damages. The recommended plan consists of three Coastal Storm Risk Management Systems (CSRMs): 1) Orange, which includes a new levee system (floodwalls, earthen levee, pump stations, drainage structures, navigable sector gate structures and road/railroad closure gates); 2) Port Arthur (and vicinity), which includes improvements and extension to an existing levee system (floodwalls, earthen levee, and road/railroad closure gates); and 3) Freeport (and vicinity), which includes improvements to an existing levee system (floodwalls, earthen levee, pump station, navigable sector gate structure, road closure gates, and drainage structures). The Long Term Disaster Recovery Investment Program identified a total current working estimate of $3.69 Billion. Delivery targets for the completion of any necessary investigations, analyses, engineering, and design is one year with a target to complete all construction by January 2022 for construction less than $100M, January 2023 for construction ranging from $100 Million to $500 Million, and January 2024 for construction greater than $500 Million. Multiple design packages and construction contracts are anticipated. The USACE, SWG is conducting research for anticipated A-E services with approximate values of $50 Million for Freeport (and Vicinity) and $100 Million for Orange. Note that single contract or task order values may be up to these amounts. Prior government contract work is not required for submitting a response. The purpose of this Request for Information is to gain knowledge of how industry has performed similar services for programs of this magnitude in the past, how industry would respond to this future opportunity, and elements of risk the government should consider in the development of an acquisition strategy. The most relevant prior services would include the development of phased design deliverables, both full design and design-build request for proposal packages, for a large new and/or improved coastal storm risk management system that included floodwalls, levees, hydraulic steel and concrete structures, and pump stations. Major disciplines would include, but not be limited to, geotechnical engineering, site/civil engineering, hydraulic and hydrological engineering, structural engineering, mechanical engineering, and electrical engineering. Submission Requirement: 1. Please limit your response to no more than ten (10) pages (8 - by 11), 12-point font and submit by email in PDF format with the following file naming convention: YOUR_COMPANY_NAME_RFI_W9126G18RFI0037. 2. Provide the primary point of contact, to include firm name, firm address, phone number, and e-mail address. 3. Please include the following information, as applicable, for each project: a. Agency/Project Owner/Project Sponsor b. Project Title c. Project Location d. Contract Number e. Involved Team Members and Role in Contract (prime or subcontractor) f. Project Description g. Study/Design Cost h. Period of Performance, to include start and completion dates j. Construction Contract Amount (if applicable) k. Lessons Learned 4. To gain knowledge on how industry would respond to this future opportunity, identify proposed team and organizational structure, to include roles and responsibilities. Include a summary of formal arrangements, like Joint-Ventures, that exist or would be developed for this opportunity. Identify business class, e.g. Large Business, Small Business, etc. of each team member. 5. To gain information related to the elements of risk the government should consider in the development of an acquisition strategy, provide input related to risks associated with technical, cost, performance, and schedule and mitigation strategies that the government should consider. Questions concerning this Request for Information should be e-mailed to Ms. Kalli Clark-Egan, at contact@example.gov. Email your response to contact@example.gov.
