The services provided shall include Biosafety Level 3 (BSL-3) laboratory programming, planning and concept design, campus planning, construction phasing scenario planning, cost estimating and an update to the 2016 master plan. The NWHC completed a Master Plan study in 2016, as a part of this task the A-E shall include a review and update of the 2016 Master Plan with an emphasis on phased construction. THE 2016 MASTER PLAN STUDY WILL NOT BE PROVIDED TO FIRMS FOR THE PURPOSE OF SUBMITTING QUALIFICATIONS. THE STUDY WILL BE PROVIDED TO THE SELECTED FIRM. The A-E shall demonstrate extensive specialized expertise with facility programming, planning and design of BSL-3 laboratories, animal research facilities, research laboratories and office space, along with significant experience with campus planning and phased construction projects. The services to be provided: 1. Lab / Office Space Programming and Planning. 2. Concept Design and Campus Planning. 3. Construction Phasing Scenarios and Cost Estimating. I. BACKGROUND The NWHC is the only federal BSL-3 facility dedicated exclusively to scientific investigation and research on wildlife diseases that threaten human, animal, and environmental health. It is designated by the Department of the Interior (DOI) as a USGS mission essential facility and is also registered with and inspected by the Centers for Disease Control and Prevention (CDC) and US Department of Agriculture (USDA) Federal Select Agent Program (FSAP), the only facility in DOI with this designation. Built in approximately 1960, the NWHC is reaching the end of its usable life and requires replacement to meet current biosecurity requirements for work with highly infectious diseases and select agents (pathogens with potential to be weaponized against humans or livestock). The current enhanced BSL-3 laboratories are at risk for no longer meeting biosecurity requirements for the most harmful diseases and the original design of the building does not meet best practices for a modern high-level biocontainment facility. If not replaced within the next 5-10 years the laboratory may lose its FSAP registration, and DOI will lose the ability to conduct nationally and internationally important work on detecting, characterizing, monitoring, preventing, and controlling wildlife diseases, many of which can jump to livestock or humans. This project will support the DOI goals of reducing deferred maintenance, addressing major infrastructure needs, and enhancing the Department's capability to address safety and security concerns related to infectious wildlife diseases and their possible use as bioterrorism agents. When implemented, the project will address one of the highest USGS facility needs. The goal is to modernize the NWHC through the construction of replacement facilities using a phased approach. The modernized facility will include start-of-the-art BSL-3 laboratories, that support USGS and the Center¿s mission of research and surveillance on economically and ecologically harmful wildlife diseases. Phased Approach to Modernization The NWHC has conducted three master plans and business case analyses to explore the most feasible, cost-effective and least disruptive option for modernization, including comparing renovation versus new construction, owned versus leased facilities, and options for relocation. All studies have indicated that new construction on the current site is the most cost-effective option that minimizes disruption to continuity of operations. These studies have also calculated and verified the space needs for the modernized facility. The projected future space needs will be reviewed and revised as needed to align with proposed phasing strategies and confirmed as part of this study. A phased approach has the advantages of aligning with budgetary cycles and allowing for operations to continue while construction is ongoing. As outlined in the previous master plans the major space needs and costs (based on FY20 project costs) are outlined below. This study will include a comprehensive update of these costs based upon the space program and new phasing scenarios; ~$9 million in miscellaneous costs for pre-design and design. ~$25 million for enhanced BSL-3 laboratories. ~$11 million for enhanced BSL-3 necropsy suite. ~$3 million for BSL-2 biological support. ~$14 million for enhanced BSL-3 animal holding facility. ~$19 million for BSL-3 Ag animal holding facility. ~$11 million for office, office support space and warehouse. ~$9 million in miscellaneous soft costs, including demolition, disposal, and site improvements. Initial phases will be focused on the highest priority BSL-3 facilities. The master plan will describe the overarching concept for modernization of the NWHC using a phased approach, including the required space needs and space connectivity. The plan will also describe the most feasible and logical order for construction based on potential funding streams, mission priorities, current condition of the buildings, and land use. Plans for continuity of operations shall be considered as part of this study. The A-E shall consider cost-effective options for renovation and/or repurposing current space to maximize space usage at the Center. The study shall consider total project costs and propose timelines for design through occupancy of each phase. The 2016 Master Plan report and existing facility drawings are provided as part of this solicitation. Reports, drawings or blueprints are the property of the United States Government. Copying, dissemination, or distribution of these drawings, plans or specifications to unauthorized users is prohibited. Properly destroy documents when no longer needed. THE 2016 MASTER PLAN STUDY WILL NOT BE PROVIDED TO FIRMS FOR THE PURPOSE OF SUBMITTING QUALIFICATIONS. THE STUDY WILL BE PROVIDED TO THE SELECTED FIRM. Period of Performance The period of performance for the phased master plan study is six months from date of award. II. SCOPE OF WORK A. The A-E design team shall review the 2016 Master Plan report and visit the site to examine the existing conditions. B. The A-E shall conduct programming interviews with USGS science and facilities staff to review and validate the space requirements. C. The A-E shall generate phasing scenario concepts, minimum of three (3) for review and approval with USGS science and facilities staff. Concepts shall include campus site plans indicating the scope of each phase of work. D. The design concepts and estimated costs shall comply with the Guiding Principles for Sustainable Federal Buildings and DOI policy. The A-E shall provide a complete list of applicable codes and energy standards, FSAP regulations and current Biosafety level standards. E. The A-E shall meet with the USGS representatives as required to provide a complete program and concept design that will meet all campus planning objectives including but not limited to site utilities capacities and design, parking, vehicle and pedestrian flow, service access, secured access and storm water management. D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
